in introducing the Bill that His Excellency proposed to declare
such date as early as possible but wished to observe the condi-
tions under which Civil Government was resumed. It may be,
however, that the Secretary of State intends that the date of
Peace with Japan or some other date applying also to other ter-
ritories should be declared to be the end of the war period for
the purposes of this Ordinance and I advise that the Secretary
of State be consulted on this point before any date is notified
in the Gazette. It would encourage public confidence if the
date could be declared to be the 1st of May but it might be ad-
visable to select the 1st of June to cover any bona fide but
unlawful acts in the first weeks of adaptation to the new state
of affairs.
